What Is Ontario Human Capital Priorities?

The Ontario Human Capital Priorities (HCP) stream is part of the Ontario Immigrant Nominee Program (OINP). Unlike the Foreign Worker stream, HCP does not require a job offer. Instead, Ontario selects candidates directly from the federal Express Entry pool based on their human capital — education, work experience, language skills, and other factors that indicate they will contribute to Ontario’s economy.

Ontario issues Notifications of Interest (NOIs) to Express Entry candidates whose profiles meet the province’s criteria. If you receive an NOI, you can apply for a provincial nomination. Once nominated, 600 CRS points are added to your Express Entry profile, effectively guaranteeing an ITA for permanent residency.

Ontario HCP Eligibility Requirements

To be eligible for the HCP stream, you generally need to be in the Express Entry pool under the Federal Skilled Worker or Canadian Experience Class program. Ontario looks for candidates with strong language scores (typically CLB 7 or higher), at least a bachelor’s degree, relevant work experience, and a CRS score that meets their internal threshold. Ontario does not publish specific CRS cutoffs for HCP selections — they vary based on labour market needs.

How does Ontario HCP differ from Express Entry?
Express Entry is the federal system that manages your profile and CRS score. Ontario HCP is a provincial stream that selects candidates FROM the Express Entry pool. If Ontario nominates you, you get 600 bonus CRS points. So HCP works alongside Express Entry, not instead of it.
Can I apply for Ontario HCP directly?
No. You cannot submit an application directly to Ontario HCP. You must first create an Express Entry profile and enter the pool. Ontario then reviews profiles and sends Notifications of Interest to candidates who match their criteria. You can only apply after receiving an NOI.
How long does the Ontario HCP process take?
After receiving a Notification of Interest, you have 45 days to submit your OINP application. Ontario processes HCP nominations within approximately 60–90 days.
