What Is the Ontario Foreign Worker Stream?

The Ontario Immigrant Nominee Program (OINP) Employer Job Offer — Foreign Worker stream is designed for skilled workers who have a valid job offer from an Ontario employer. This stream allows Ontario to nominate candidates for permanent residency based on their qualifications and the employer’s need for their skills.

To be eligible, you must have a permanent, full-time job offer in a skilled occupation (NOC TEER 0, 1, 2, or 3) from an Ontario employer. The employer must have been in business for at least 3 years and meet minimum revenue requirements. Your education, language proficiency, and work experience are scored to determine your ranking.

Do I need a job offer for the Ontario Foreign Worker stream?
Yes. A valid, permanent, full-time job offer from an Ontario employer is mandatory. The job must be in a skilled occupation at NOC TEER 0, 1, 2, or 3 level, and the employer must meet Ontario’s requirements.
What is the difference between the Ontario Foreign Worker and HCP streams?
The Foreign Worker stream requires a job offer from an Ontario employer and is employer-driven. The Human Capital Priorities (HCP) stream selects candidates directly from the Express Entry pool based on their profile — no job offer required. Can I apply from outside Canada?
Yes. You can apply from outside Canada as long as you have a valid job offer from an Ontario employer. You do not need to be physically present in Ontario to apply.
How long does the OINP Foreign Worker stream take?
After submitting your application, OINP typically processes nominations within 60–90 days. Once nominated, if you’re in Express Entry, you receive 600 CRS points. If you’re in the non-Express Entry stream, you apply directly for PR through a separate process that takes approximately 18–24 months.
What are the language requirements?
There are no specific language score requirements for the Employer Job Offer — Foreign Worker stream. However, if you are combining this with Express Entry, you must meet the minimum language requirements for Express Entry (CLB 7 for FSW or CLB 5-7 for other programs).
